Vanuatu Tourism Operators Still Required to Maintain Insurance, Says Department of Tourism

The Department of Tourism (DoT) has clarified that tourism transport operators in Vanuatu are still required to maintain valid Public Liability Insurance, despite recent amendments to the Road Traffic Act removing insurance as a mandatory requirement during general police vehicle checks.

In a statement released on Monday, the Department said the legislative changes under the amended Road Traffic Act do not affect existing insurance obligations placed on tourism transport providers operating within the tourism sector.

According to the Department, all tourism-related transport operators — including tour companies, transfer providers, sightseeing operators, charter transport services and other businesses transporting domestic and international visitors — must continue maintaining Public Liability Insurance as part of the minimum standards required to obtain and retain a Tourism Permit and Business Licence.

The Department explained that the requirement forms part of the tourism industry’s compliance framework aimed at ensuring visitor safety, professionalism and confidence in Vanuatu as a tourism destination.

“Public Liability Insurance is important because it provides protection and coverage in the event of accidents, injuries, property damage or incidents involving guests while undertaking tourism-related activities or transport services,” the statement said.

The Department also noted that maintaining proper insurance coverage demonstrates professionalism and helps distinguish licensed tourism operators from general public transport providers who may not be operating under tourism accreditation requirements.

As Vanuatu continues rebuilding and strengthening its tourism sector, the Department said maintaining international visitor confidence remains a key priority. It added that travellers are increasingly conscious of safety standards, compliance and operator credibility when choosing tourism services.

Tourism operators were strongly encouraged to continue complying with all existing tourism permit conditions, including maintaining valid Public Liability Insurance coverage at all times.

The Department said it will continue working closely with tourism operators, industry associations and enforcement agencies to uphold high standards of visitor safety, responsible tourism operations and destination reputation across Vanuatu.
