CBD revamp underway, NBV site to become parking lot

A concept plan to redesign the Central Business District (CBD) of Port Vila was developed following the recent earthquake, with plans to turn the former site of the National Bank of Vanuatu (NBV) building into a public parking area.

The initiative is being led by the Department of Urban Affairs and Planning (DUAP) in partnership with the Port Vila City Council (PVCC), with technical support from a World Bank representative.

Planner Louis Mael from DUAP shared the progress of the project during the final day of Port Vila Day celebrations held yesterday at Saralana.

Draft concept plans were publicly displayed during the event, inviting feedback and ideas from residents on the future of the city centre.

One key proposal involves converting the NBV site into a parking area. Mael explained that geological assessments uncovered a fault line running through the site, making it unsuitable for new construction. “Agencies from New Zealand that we worked with recommended against rebuilding on the NBV site,” he said.

The project also proposes converting the road behind the Child Care Centre into a pedestrian pathway that connects to the planned NBV parking lot. In addition, the fuel station near BSP and Center Point is also being considered for conversion into another parking zone.

To improve access and safety for pedestrians, the plans include expanding footpaths, limiting vehicle traffic near the seafront, and creating open spaces for walkers. These areas would also provide opportunities for street vendors and local cafeterias to extend their presence toward the waterfront.

The front pier of the Seafront area is being reviewed as a potential new docking point for cruise ships. Mael mentioned that the goal is to give tourists direct access to an open, walkable space filled with local activity.

The DUAP is in discussion with the Department of Tourism (DoT) to ensure the CBD is ready to receive visitors, including the removal of damaged buildings.

Designated bus stops are also included in the concept to improve access to public transport throughout the revitalised city centre.
