Acting PM pushes for faster, better service delivery

The Acting Prime Minister (PM) and Minister of Finance and Economic Management, Johnny Koanapo, received the Chairman of the Public Service Commission (PSC), Mr. Meto Nganga, and the Acting Secretary of the Commission, Mr. Jean-Yves Bibi, at his office yesterday morning for discussions on public service performance and the implementation of government policies.

Discussions focused on the critical role of public servants in translating government policies and directives into tangible benefits for the people of Vanuatu.

The Acting PM expressed concern that the implementation of several government policies has been delayed or constrained, noting that public servants serve as a vital conduit between the government and citizens who rely on effective service delivery.

In response, the Chairman and Acting Secretary of the PSC acknowledged these concerns and briefed the Acting PM on recent reforms undertaken by the Commission to strengthen performance management across the public service.

The Commission highlighted the introduction of Smartsheets, a performance management tool launched by the PSC Secretariat last year. The system enables real-time monitoring of staff performance through the tracking of priority actions and deliverables drawn from line agencies’ Business Plans and Corporate Plans, all of which are aligned with the National Sustainable Development Plan (NSDP). The tool will operate alongside the new Human Resource Management Information System (HRMIS), which manages core human resource functions across the public service.

The meeting concluded with a shared commitment to improving the quality and timeliness of government services. Both parties agreed that the enhanced performance management framework will support closer collaboration between the PSC and public servants, enabling continuous improvement and stronger service delivery outcomes for the people of Vanuatu.
