Salwai takes on Leader of Government Business role

Former Prime Minister (PM) Charlot Salwai has been appointed as the Leader of Government Business (LGB) in Parliament.
The Clerk of Parliament, Maxime Banga, confirmed that the appointment was made by the Speaker of Parliament, Stephen Felix, following the advice of the current PM, Jotham Napat.
Clerk Banga explained that, as per the amendment made in 2021 to the Parliament (Administration) Act—now the Parliamentary Services Act [CAP 306]—Section 8A (1) states: “The Speaker is to appoint the Leader of Government Business on the recommendation of the Prime Minister.”
MP Salwai is set to play a key role when Parliament convenes this Monday for the First Extraordinary Session of the 14th Legislature. The LGB’s primary function is to ensure the smooth operation of parliamentary proceedings.
His responsibilities include organising government business, liaising between the government and Parliament, managing the parliamentary schedule, and coordinating with government MPs. The LGB plays an instrumental role in implementing the government’s legislative agenda, facilitating communication between Parliament and the government, and managing the procedural aspects of parliamentary sessions.
Meanwhile, Speaker Felix has summoned Parliament to convene for the First Extraordinary Session from March 24 to 31, 2025.
In the summons issued to Members of Parliament (MPs), the Speaker included a list of bills to be debated. These include the Bill for the Appropriation (2025), Bill for Virtual Assets Service Providers, Bill for Government Contracts & Tenders (Amendment), Bill for the Teaching Service (Amendment), Bill for the Evidence Act, Bill for the Public Finance and Economic Management (Amendment) Act No. of 2025, and Bill for the Statute Law (Miscellaneous Provisions).
The First Extraordinary Session is being held ahead of the Ordinary Session due to last year’s dissolution of Parliament. The Parliament Media Team has confirmed that all bills are now cleared and ready for debate next week.
