VRDB and Vodafone Launch MVATU Digital Loan platform to Boost Rural Financial Access

In a bold step toward digital transformation and rural empowerment, the Vanuatu Rural Development Bank (VRDB) has partnered with Vodafone Vanuatu to launch the M-VATU platform— a mobile loan service designed to bring banking access directly to people in remote areas.
The new partnership, formalised Yeterday 25th of April 2025 at the VRDB head office, marks a milestone in financial inclusion, enabling citizens across the country to apply for loans from the comfort of their homes — no paperwork, no travel needed.
“This signing marks another exciting step for inclusive financial services in Vanuatu,” said Philan Kalmanu, Chief Executive Officer (CEO) of VRDB. “Our mandate is rural development — reaching the grassroots level to support small business growth, personal loans, and ultimately, economic recovery.”
Kalmanu emphasized the significance of the collaboration, noting that MVATU is not just about convenience — it’s about equity.
“Many of our clients live in remote areas. Instead of paying for transport just to fill out hardcopy forms, they can now apply with just their phone. This service will make life easier for many of us.”
With smartphone usage now widespread in Vanuatu, the shift toward digital banking is both timely and strategic.
“Around 80 to 90 percent of the population owns a smartphone,” Kalmanu added. “As long as you have a phone in your hand, you can access M-VATU — and that means access to opportunity.”
Vodafone Vanuatu’s Chief Commercial Officer, Senily Jacquier, also highlighted the social impact of the app.
“MVATU was built with rural communities in mind,” Jacquier said. “But today, it’s becoming a tool for all Ni-Vanuatu — a way to ensure financial access for everyone, regardless of location.”
